Under French law, scuba diving centers are entirely responsible the diver. As diving is governed by the French Sports Law, the person leading the dive, known as the Dive Director, is responsible for what occurs the entire time. France extends from the Mediterranean Sea to the English Channel and the North Sea, and from the Rhine to the Atlantic.
